Each and every Regional Information and Communication Center must be founded, grounded and energized by an active member of the Conclave of High Priests. There will be one Regional I.C.C. in each designated region of the U.G.C.S. (total 24) and the Co-ordinating Planetary Information and Communication Center located in Denver, Colorado.

PURPOSES OF AN EOOM REGIONAL I.C.C.

  1. To encourage the individual, collective recognition, realization and expression of the Universal Supreme Creative Consciousness and provide for the spiritual upliftment of planetary consciousness by the publication and distribution of Quazar Magazine, the establishment and maintaining of radio and/or television programs and scheduled public classes and discourse sessions.
  2. To assist in the economic and ecologic security of planetary consciousness, the scientific advancement of planetary consciousness and the identification of planetary consciousness by recording, publishing and rendering of information as to the various movements, activities and practice of EOOM and its related facilities, establishments, institutions and places of worship.
  3. To establish and maintain a local business enterprise and  community service through printing and distribution of advertisements, announcements, etc. of community organizations, business and services, catering to the general public welfare.

FORM OF A REGIONAL I.C.C.

Regional I.C.C. 's must be co-ordinated by an Executive Editor (commissioned High Priest) and/or a Managing Editor (commissioned Expositor-League of Faith). The staff and various departments must comprise:

  1. Stenography and records department: 1. Stenographers and file clerks.
  2. Circulation department: 1. Printing staff and distributors.
  3. Recording studio: 1. Sound and visual technicians.
  4. Copy and art department: 1. Artists and layout co-ordinators.
  5. Photography department: 1. Photographers and developers.
  6. Classes and discourse must be conducted by Executive Editor or Managing Editor.
  7. One motor vehicle (fossil fuel burning) per 25 residents will be provided.

FUNCTIONS OF A REGIONAL I.C.C.

  1. Maintain current records of all movement and activity within EOOM and its related spiritual associates within it region.
  2. Publish and distribute Quazar Magazine on a wangly cycle
  3. Provide a recording studio for the establishment of radio and television programs, stations and/or networks.
  4. Induce and maintain inter-communications within EOOM and the general public.
  5. Provide a scheduled Public Class and Discourse program.

A REGIONAL I.C.C. MUST FACILITATE

  1. 24 Duin chapel
  2. An executive Editor (HighPriest) and/or Managing Editor (Expositor-League of Faith) offices and quarters.
  3. Regional Archives office.
  4. Regional I.C.C. staff office and files.
  5. Museum and Classroom (may function as both).
  6. Printing room.
  7. Recording studio.
  8. Reception room.
  9. Resident staff quarters (100 square feet living space per person).

DISTRIBUTION OF MONIES RECEIVED BY AN EOOM REGIONAL I.C.C.

Monies received by EOOM Regional I.C.C.'s during a sangly cycle up to and within the amount of $500.00 will be distributed as follows by and through the duly elected Treasurer: All monies after the tithe will be deposited in a checking account titles, "EOOM Regional I.C.C. (location)" and a minimum of a $50.00 balance maintained.

  1. 10%--Tithe Sacred Treasury.
  2. 20%--Rent and utilities.
  3. 20%--Wages for staff.
  4. 10%--Food and facilities necessities
  5. 30%--Equipment and supplies.
  6. 10%--Projected endeavors and slush fund (radio or T.V. time)

All monies received by EOOM Regional I.C.C. in excess of the above stated $500.00 per sangly cycle will be used as follows:

  1. 10%--Tithe Sacred Treasury
  2. To acquire, purchase or lease of printing equipment, mimeograph and lithograph machines, typewriters, recording, photography equipment, etc.
  3. To extend facilities to accommodate resident staff, accommodate printing rooms, layout offices, recording studios, etc.
  4. To improve and renovate existent facilities.
  5. All monies received by an EOOM Regional I.C.C. that cannot be immediately used for any of the above purposes must be either returned or forwarded to the Conclave of High Priests General Distribution Board for re-distribution within EOOM of anonymously donated to UNICEF of other World Charitable Organization.
