The following represents a pamphlet circulated by EOOM. There were other pamphlets also printed  for circulation which described and outlined EOOM Universe Cities and Sanctuaries. Someday they will be posted to this site if and when a copy is obtained. Unfortunately  I failed to some extent in my efforts to preserve those and similar EOOM documents.

By the Active Conclave of High Priests

A total of twelve temple communities will be established and maintained on Urantia. There will be one within the geographic location of Australia, one within Asia, one within the middle East, one within Europe, one within Africa and a total of seven within north and South America.

Every Temple Community must be founded by Matia Melchizedek , energized through the Conclave of High Priests and co-ordinated by a Tau Council comprised of one High Priest, two Apostles, three Prophets, two Expositors, two teachers and two bishops.

The physical land area of an EOOM Temple Community must consist of a minimum of eighty acres and not to exceed a maximum of six hundred and forty acres, with the potential of accomadating and sustaining, in residence, a maximum of two thousand people. A one thenth portion or tithe parcel of land must be marked of and designated to be used by the Lord.

The flow and appearance of a Temple Community, to the physical eye, must be one of absolute harmony in an atmosphere of serene beauty. Guided paths, flowing water fountains, a variety of flowers, trees, shrubs, groomed foliage, as well as birds and wild life, will be abundant. While within, absolute purpose, form and functions, individual and collective responsibilities and obligations, must be maintained and joyfully accepted. The delegation of authority and obligation must come down through the coordinating Tau and administered and executed by the Temporal Director and his/her staff. All monies, securities, income, financial obligations and necessities must be administered by the Community Treasurer and his/her staff. Plans for the structural facilities, accomodations and areas of function must be designated prior to when the initial construction begins and must follow these specifications:

  1. A three Court Temple consisting of:
    1. Inner-court--must accomodate Earth Council Tau, facilitate its sacred ceremonies and must include inner sanctum and meditation chambers.
    2. Outer-court--must accomodate co-ordinating Tau, facilitate sacred ceremonies of confirmation,spiritual unions, et al, must be wired for closed circuit radio television, must include meditation chambers.
    3. Exterior-court--may include Baptismal fountain and be open out of doors.
  2. Tabernacle--may be located on exterior court grounds and must be structured to accomodate an assembly, feed, and facilitate for community programs, the entire community population. Must be wired for radio, television, and must be readily convertible for various functions.
  3. Structures--must provide 100 feet of living area per person.
  4. Quarters--must accomodate Tau Council and visiting Earth Council.
  5. Area for Sanctuary--must accomodate one hundred and ninety eight people. The function and flow, of which, will be established and maintained by the Court of Apsotles.*
  6. Ten acres of land must be designated for a Retreat and Re-creation facility to be established and maintained by the Assembly of Prophets.**
  7. Ten acres of land must be designated to be used for a children's compound for wayward and unwanted children.
    1. A maximum of ten structures, each one to house ten children and two adult guardians or councilers.
    2. Central dining area
    3. Recreation area
    4. Classrooms

  8. An area for farm and agriculture program and complex for agricultural research and development.
  9. Office complex to accomodate:
    1. representatives of the various councils in the structural ogran.
    2. the Temporal Director and staff.
    3. the Community Treasurer and staff.
  10. An information and communications complex to accomodate:
    1. archives
    2. writing and editing offices for Eden's Press and Quazar.
    3. printing plant
    4. recording studio
    5. Museum
  11. Educational complex to accomodate:
    1. library
    2. classrooms
    3. auditoriums
  12. Restaurant type dining areas
  13. Visitors center and parking facilities
  14. Area to accomodate laboratories and scientific research center.
  15. Recreation areas
  16. Area to accomodate an observatory and astro/cosmic, psyco/physical time cycles for research and education.
  17. Motel type accomodations for visiting guests.
